OUR LETTER TO WORLD LEADERS

As youth leaders and human rights activists from across the world, we demand immediate action to prevent a child rights disaster happening as a result of COVID-19.

In richer countries, families can stay at home and stock up on food, but millions of poorer children have no means to do the same. Nearly one in every five children in the world lives on $2 a day or less, many of them in informal settlements too crowded to isolate, or living with underlying health conditions that put them at risk if they contract the virus. If the food supply is affected, or their adult family members cannot work, they will go hungry and soon starve.

Trillions of dollars are being allocated to the COVID-19 response but the vast majority has gone to those best able to cope and some of the richest companies are benefitting the most. We believe world leaders must ensure $1 trillion - equivalent to 20% of the $5 trillion in global response funding - goes to protect the most vulnerable children and their families. Until the virus is defeated everywhere it won’t be defeated anywhere. Everyone must be included in the COVID-19 response and protected from the immediate and longer-term impacts of the pandemic, and none more so than the world’s most vulnerable children.

We stand together to demand justice for every child.

JUSTICE FOR EVERY CHILD INDIA: OUR DEMANDS

1. Make an assessment on the learning loss of children who have been hit the hardest due to COVID 19 especially from rural India and urban slums due to widening inequalities in education; the findings will be able to formulate the right strategy to fill the learning gaps for the marginalised children when the schools reopen.

2. Deliver the commitment to accessible, and quality education for every child by empowering teachers in rural areas and provide adequate resources for marginalised and vulnerable children and their families.

3. Create awareness in communities to be more vigilant and take the responsibility to (a) identify any suspicious movement in the village relating to trafficking of persons, especially women and children, b) identify traffickers, and c) report the movement of traffickers to the police or other law enforcement agencies. The Village level Child Protection Committee (VCPC) which are non-functional in several villages must be activated immediately in all the villages, strengthened and made accountable for the execution of this task.

4. Make it mandatory for Panchayats to maintain a migration register to monitor movements of children in and out of villages. The migration register should be checked and verified by the Block Development Officer regularly. Panchayats in association with the village community members should ensure that children are not allowed to leave the village unaccompanied by their parent(s) or legal guardian(s). The introduction of the migration register shall go a long way to prevent trafficking.
